Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are waged: positive announcements are issued from different nations. Considerable effort is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from across the border, a ability enabled by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until situations evolve in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
